No, George, would make sense ! Thossa as a officially representative of Germany could vote by mail and I , being present, could then be the official delegate of - for example - Greece.
So, no kidding, just using the sense of the statutes ....

But as a delegate you would have to vote according to the instructions given by Greece. So, in this hypothesis Germany would only lose its voice in the meeting, and not gain anything.

Being a delegate doesn't mean you can represent someone else or your own opinions.
